Neighborhood Watch is undoubtedly one of the oldest and most well-known crime prevention programs in history. While the modern day concept of the program rose to prominence in the late 1960s, the roots of Neighborhood Watch can actually be traced all the way back to the days of Colonial settlements, when night watchmen patrolled the streets. The modern version of the Neighborhood Watch Program was developed around the country by law enforcement agencies who were looking for a crime prevention program that would incorporate resident involvement. In 1972, the National Sheriffs' Association (NSA) took the concept a step further by seeking funding to make the program a national initiative. Thanks to a grant from the Law Enforcement Assistance Administration, the National Neighborhood Watch Program was started.

Here in Fresno, our remarkable Founder and servant leader Roz Clark and her husband Fred started their own version of "the village" and Neighborhood Watch in 1970. Roz is a trailblazer! The City of Fresno and the Fresno Police Department have created services inspired by Roz’s efforts to improve the Fresno community.

Now that Roz has retired, we carry the torch and continue her legacy of “Neighbor helping Neighbor".  We all deserve to feel safe in the place that we work and live. We will achieve this safety by building community among our neighbors. Join us!

It is the mission of the Fresno Police and Neighborhood Watch Organization to EDUCATE, EMPOWER and ENGAGE residents to collaborate with one another and city agencies to improve the safety and quality of life for the people within our community.

Mary
Executive Director

Executive Director Mary Wienholz-Haskin is a Fresno native and long term community service devotee.   Nothing matters more to Mary than her family and her home town, Fresno!

 

Experienced in community and charitable organization leadership, Mary served as the President for Fresno State’s Friends of the Bulldog Marching Band, and is a former Board Member of Fresno East Kiwanis.   She is a legend in community services spanning schools, sports, and charitable organizations.   Mary has been recognized as the Fresno City District 7 Woman of the year, and as Fresno County’s Mother of the year as well. 

 

Mary is a pioneer in the development of Neighborhood Watch teams, and has captained her own successful Central area block since 2018 with 50 active members.  Her neighborhood team established true collaboration within the neighborhood, with law enforcement and local city agencies to identify and eliminate serious crime threats in their area. Her success lead to her recruitment to lead Neighborhood Watch after retiring Founder, Roz Clark.

Glenna Gates is the owner of Spherion Staffing, with locations in Fresno, Visalia and Bakersfield, CA.   Spherion Staffing serves over 100 customers locally, and places thousands of employees in assignments each year.

Gates’ passion is service to people. She understands the connection between happy/safe home life and great contributions to area employers and community.

Recognized for leadership and service excellence, Gates was invited to serve the Fresno Police and Neighborhood Watch Board as Vice President.   She also serves as a Board Member for Valley Crime Stoppers and the Better Business Bureau of Central California.

Board Treasurer Steve Nourian is a Central Valley native.   Hand-picked for his role as Treasurer, Steve lends his 15 plus years of experience in public sector finance to our group.

 

Steve’s enthusiasm for our community is evidenced by his active role in his own Neighborhood Watch. As block captain for a central area neighborhood, Steve engages and educates neighbors and friends about area safety, watching out for one another, and resources available for help.

 

Helping others runs in Steve’s family! Married 26 years, this family produced Twin boys who are first responders, and a daughter who extends her family’s passion for central valley agriculture to a promising career in food-sector media relations.

Mikki
Secretary

Mikki has more than 20 years of experience in residential construction, property management and

business administration. She effectively leads homeowners’ associations and currently holds her AMS®-Association Management Specialist designation while working toward PCAM® and her B.A. in Operations/Project Management.

 

Mikki was nominated as a top 3 finalist in 2019 for National Portfolio Manager of the year for her work in the Fresno market and is highly respected in the Association Management industry.

 

She has two grown sons, 3 grandchildren, and enjoys spending time with her 4 dachshunds.

Brandon

Brandon Waters is a lifelong area resident, and embraces EMPOWERMENT like none other.  

Long time Martial Arts practitioner, Brandon is also a Security consultant and former local security business owner.  He currently works as an AMS®-Association Management Specialist for a central valley property management company, and leverages his broad knowledge about safety to build strong communities within those properties.

Proud husband of 17 years and father of 2, Brandon knows that STRONG communities of people who know and care for one another are SAFE communities.  Brandon will leverage his relationships with local law enforcement and FPNW to advance his commitment of community engagement and education.
